  The chief function of a parish is to help the community grow in holiness, so that it becomes a model, on a small scale, of what the whole church should be.   This is most likely to happen where clergy and lay people accept that they must work closely together. In particular, the laity will be encouraged to fulfill the vocation they have received, through Baptism and Confirmation, to play their part in strengthening the faith of other believers and bringing it to those who have not yet received the gift.
